Economic potential of industry transformation in an oil and gas region to the conditions of technological sovereignty

Annotation:
The purpose of the authors study is new methodological approaches development of the economic potential of regional industry transformation to technological sovereignty conditions using the example of the constituent entities of the Volga federal district, in which highly profitable production activities of oil and gas resources extraction and processing and industries interacting with it have a dominant role in the revenue side of the regional consolidated budget. To achieve this goal, the following problems were solved: – study of theoretical-methodological foundations and patterns of industrial development, problems of forecasting and the modern economic potential of the oil and gas region industry adaptation to crisis conditions of the national economic system; – analysis of the dynamics of the shipped goods volume and own production indices, work and services performed on one’s own in oil and gas regions by economic activity type of "Mining" and "Manufacturing" as well as the structure of profitability of their industrial assets and products; – development of institutional transformations directions in the primary and aggregated industrial structures of oil and gas regions, taking into account the relationships between limited and developed competition in regional commodity markets, foreign trade turnover in conditions of global de-globalization and regional fragmentation, mechanisms for adaptation of vertically integrated oil and gas companies and transnational companies interacting with them to Russian economic conditions and other factors. Additional factors in the development of the economic potential of transforming the industry of the oil and gas region to the conditions of technological sovereignty took into account ensuring energy security and sustainable economic development of the regional fuel and energy complex, investment policy and business planning as well as improving the controlling system at industrial enterprises.
