Mechanisms for adapting the oil and gas industry subsidy system

Annotation:
The article provides a comprehensive analysis of the existing mechanisms for subsidizing projects in the Arctic zone of the Russian Federation (AZRF). The study identifies systemic shortcomings in the applied approaches, which do not take into account the extreme specifics of the region. Based on the analysis of international experience and the sectoral characteristics of Arctic projects, an adapted multi-level subsidy model is proposed. The model integrates the principles of conditional financing, risk-based allocation of funds, and the synergistic effect with the development of the Northern Sea Route (NSR). The results of the study are of practical value for government agencies and corporations that formulate the strategy for the development of the Arctic.
