Annotation:
The necessity of ensuring the technological sovereignty of Russia and its key directions of activity, including the oil and gas complex, by material-technical resources, equipment and technologies, requires the formation of an import substitution system taking into account the interests of the decision tree various participants under sanctions – oil and gas companies as demand, related industries – oil and gas engineering as supply, and government regulation authorities related to import substitution problems. It is proposed to take into account the scenarios of the multidirectional interests of the emerging market of fixed and working capital based on the economic efficiency of joint project activities. At the same time, it is required to consider the most useful application of the available instruments developed and proposed to be implemented by the authorities in order to provide the import substitution development for the purposes of the oil and gas complex and industry as a whole.
