Annotation:

The article considers the problem of tax incentives in the form of reducing the tax on natural resources production for the objects, the development of which is complicated by geological conditions. Most of the Volga-Urals objects are not preferential in terms of the production complexity due to the threshold permeability exceeding 2∙10–3 μm2, but at the same time, the objects are often saturated by oil of higher than average and high viscosity. Taking into account the above-mentioned fact, it is proposed to switch from permeability to mobility with a threshold value of 2∙10–3 μm2/(mPa∙sec) when determining the oil production complexity coefficient for carbonate reservoirs. The effectiveness of the proposed measures is shown on the example of one of the objects – due to tax incentives, the subsoil user will be able to accelerate bringing the mothballed reserves into active development, improve the profitability of the project, and the state revenue will triple in relation to the current approved development strategy.
