Independent assessment of qualifications as an instrument of selection, professional level control and labor migrants integration in the context of the oil and gas industry

Annotation:

The author of the article considers the problem of using independent qualification assessment to assess the professional level control of labor migrants participating in the implementation of projects for the construction of large oil and gas facilities in a number of regions of the Far Eastern Federal District. Taking into account the number of migrants arriving at and leaving the region from the Central Asian Republics of the former USSR – the main foreign suppliers of labor resources to the Russian Federation – it is proposed to organize in the country of migrants permanent residence a preliminary independent assessment of their working qualifications in order to increase the efficiency of their working activities and social integration simplification into the host society. Also, the existing infrastructure and personnel of the Council for Professional Qualifications in Construction can be used to conduct the independent qualification assessment (IQA) of visiting workers directly in the Russian Federation.
