Some specific features of improving the concept of development of the Sakhalin oil and gas complex

Annotation:

The relevance of the article is caused by the fact that the development of the oil and gas complex of the Sakhalin region requires an approach that takes into account both current challenges and long-term strategic goals. To disclose the purpose of the present study, the authors of the article propose a roadmap that ensures a balance between increasing hydrocarbon production, deepening raw material processing, developing infrastructure and minimizing environmental risks. An important element is the integration of projects into all-Russian initiatives, such as the Eastern Gas Program and the Far East Development Strategy, which will attract federal resources and synchronize actions with national priorities. The authors of the article substantiate the fact that China plays an important role in import substitution of the Sakhalin oil and gas products, providing technological solutions and participating in the modernization of port infrastructure. Chinese companies are actively replacing western technologies in the field of drilling and processing hydrocarbons and are also investing in logistics and infrastructure on the island. Long-term contracts for the supply of Sakhalin oil and LNG to China ensure the stability of the region's income. To attract Chinese investors, Sakhalin region offers tax preferences and simplification of regulatory procedures, while cooperation is expanding to related industries and includes cultural and educational exchange between Sakhalin and China. It is proposed to use the patent "Complex for accounting of liquid consumption" (No. 2841026) for import substitution in the oil and gas complex of Sakhalin Island.
