How to overcome contradictions in the basic concepts of labor and education

Annotation:

The article is devoted to the problem of the divergence of the academic and business-community ideas, caused by the current legislation in the field of labor and education, regarding the concepts of qualification, cognizance, competence, that are fundamental in the activities of business entities and educational institutions. This is a long-standing problem that has been raised more than once by the authors over the past decade. The urgent necessity of speaking out once again is caused by the recent letter of the Ministry of Labor and Social Protection of the Russian Federation to industry councils for professional qualifications dated March 13, 2024 No. 14-3/10/B-4015, including the council for professional competencies in the oil and gas complex, with a request to consider "in the order of discussing approaches to the implementation of the list of instructions of the President of the Russian Federation dated November 1, 2023 No. Pr-2192GS, in the field of ensuring the updating of professional standards" a list of basic terms in the field of labor and education system in order of their harmonization. The authors of the article, being the members of the Council for Professional Qualifications of the Oil and Gas Complex, considered it appropriate to respond to this appeal publicly by publishing the present article, proving in it their point of view on the expediency of relying on the experience of developing the qualifications of workers in the oil and gas complex when solving this problem.
