Annotation:

The article considers the problem of choosing a program for organizing the construction of oil and gas pipeline transport facilities, taking into account various efficiency criteria. The negative result of the current economic model functioning of the considered construction program is shown. The necessity of developing leading indicators of the construction capacities demand for the implementation of the territorial planning scheme the Russian Federation in the field of federal transport (in terms of pipeline transport) on the basis of modeling the process of projects implementation for the industry facilities construction has been identified.
