Annotation:

The article analyzes the special software (SS) synthesis process in automated enterprise management systems (AEMS) at the facilities of the fuel and energy complex of the Russian Federation during import substitution. It is shown that the SS synthesis, including the design, development, maintenance and other elements of the process of the SS development, should be considered not as a creative, but as a production process. The SS-synthesis process in the automated enterprise management systems (AEMS) is subsequently divided into the processes of individual applications synthesis – single software systems (SSS) – the synthesis of which, in turn, is divided into three main sub-processes and groups of technological operations within them.
