The problem of optimizing investments into regional programs for substituting natural gas, coal and oil products by solid alternative fuels

Annotation:

The authors of the article analyzed specific features of energy wastes use as a way of reducing the negative impact on the environment in the waste management system and saving various types of organic fuel. The possible directions for energy utilization of solid industrial and municipal waste were waste incineration plants to produce heat and electricity as well as the production of solid alternative fuel (SAF) from its high-calorie portion with its subsequent use in cement, metallurgical plants and thermal power plants. The results of the comparative ecological-economic analysis of these waste management directions indicate the presence of significant economic and ecological advantages of the alternative fuel production and use. A large number of variables, limitations and various factors that affect the efficiency of solving the problem of investment design of a regional waste management system acting as a secondary energy resource necessitated the use of economic-mathematical methods and models to find the optimal option for investing in such a system. An informal formulation of the optimization problem was implemented. The structure of the mathematical model was proposed. A mathematical model of partially integer linear programming was developed. Focusing the model on solid alternative fuel will allow saving a significant amount of natural gas, petroleum products and coal, sending them as valuable chemical raw materials to various sectors of the economy and solving many environmental problems both in the fuel and energy complex and in the field of waste management.
