Annotation:

The authors of the article consider some specific features of the transition of the current regulatory base from a prescriptive method to a parametric one in the Russian Federation. The possibility of the parametric method usage within the existing system of technical regulation is analyzed. Foreign experience of parametry use as a method of technical regulation is assessed. Some approaches to the standardization system reorganization are proposed and critical points of the process and tasks requiring priority solutions are identified. The possibility of the target standardization method usage is being considered as an intermediate stage in the reorganization of the system, taking into account the practices that have been developed in the country for updating the regulatory base. The convenience and effectiveness of prescriptive, target and parametric methods application are compared. The most balanced steps are proposed that allow the standardization system transition from a prescriptive method to a target one and then to a parametric standardization method with the participation of all interested parties. The problems of the parametric standardization method application in conditions of the established fuel and energy complex of Russia are considered.
