Risk based inspection methodology: current challenges and solutions

Annotation:

The paper outlines particular challenges of risk based inspection (RBI) approach application for equipment inspection in Russia fuel and energy industry. Solutions to improve efficacy of inspection in current situation are provided. Risk based inspection is applied in industry worldwide for more than 20 years. Methodology proved its safety and efficacy. Russian industry started application of RBI methodology just recently. However currently strong interest of industry is observed. Some companies actively use that methodology, others are just at the beginning of the way. Main factor preventing from RBI roll-out is absence of regulatory framework. Therefore, the first step for RBI program implementation shall be a development of legal regulatory requirements. In addition, methodological framework of RBI is essential. That requires a revision of existing national standard, which shall consider international standards provisions and specific aspects of local industry, current industrial safety system. RBI assessment shall be conducted by qualified and experienced personnel. That is required of development and setup of national education and certification system. RBI assessment is a complex task, which usually requires special software. In this regards development of local RBI software is one of the priorities especially in view of sanctions and localization. Addressing of these problems will allow to use all benefits of RBI methodology and improve efficacy and safety of operating facilities.
