THE FUEL AND ENERGY COMPLEX REQUIRES SYSTEMIC TRANSFORMATIONS IN THE COUNTRY'S ECONOMY

Annotation:
The paper presents the information that the reduction of more than half of Russia's export revenues from the oil and gas complex due to a sharp drop in world hydrocarbon prices was the main reason for the stagnation of investment activities and the growth rate of the Russian economy. Revenues from oil and gas industries should be replaced by revenues from processing industries, their priority development should allow not only to increase the growth rate of the country's economy, but also to become the key of systemic transformations in the fuel and energy complex. The realization of this propos requires to revise the existing taxation practices that oppress their development, making it more differentiated depending on the share of value added cost in the total costs of goods production.
