HUMAN CAPITAL DEVELOPMENT IN CHINA AND RUSSIA: COMPARATIVE ASPECTS

Annotation:

The paper considers the fact that human capital acts as a key productive and social factor in the development of the national economy. The analysis was carried out and it was revealed that in the era of the technological progress, countries with developed scientific, technological and financial infrastructure capable of producing knowledge-based products become successful. The paper summarizes in detail from the point of view of theory and methodology the evolutionary development of the category of human capital. Indicators of the formation of domestic innovation systems on the example of China and Russia were compared. Proposals have been made for an innovative breakthrough in the development of human capital in the 21st century on the example of China, where the pace of development of science and the introduction of technologies creates modern goods and services that conquer world markets.
