Annotation:
The article proves the growing role of the Arctic zone in the economic development of the Russian Federation. The features of the Arctic zone are considered and the economic efficiency of the Arctic oil and gas projects is assessed. An overview of the dynamics of sectoral technical and economic indicators, problems and risk factors in the oil and gas industries is presented, the solution and consideration of which are a condition for the successful implementation of the strategy. A special interest for organizations of the oil and gas complex in the application of measures for the development and implementation of a program for geological study of the Arctic zone, the creation and development of technologies for the development of oil and gas fields and the production of liquefied natural gas has been identified. It was revealed that in order to solve the problems of economic development of the Arctic zone, it is necessary to comply with the main professional educational programs and the availability of highly qualified personnel. It is proved that despite a number of constraining factors, the interest of the commercial sector of the oil and gas complex is supported by the comprehensive policy of the state. It is noted that the formation of a favorable investment climate in the region ensures the socio-economic development of the region. It is noted that for the growth of investments it is necessary to: take into account the technical, economic and infrastructural conditions (the program of putting the fields into operation); to assess the complex impact of oil and gas projects on the level of regional and environmental efficiency in the development of hydrocarbon deposits in the Arctic. The necessity of using an integrated approach in strategic project management has been substantiated. The role of state support measures for projects for the development of the subsoil of the Arctic shelf, including access to concessional financing, is revealed.
