Annotation:

In article addresses the issues of theoretical research and development of a new methodology of state regulation of the oil and gas complex in the context of the transformation of the world economic and energy systems. Research continues on the first level of the structure of the methodology of theoretical research – methodological principles in terms of dialectical principles of materialistic dialectics. A clarification of the conceptual and categorical apparatus was made in terms of the categories of quantity, quality, measure, ratio, the conclusion was made about the relationship of possibility and validity in relation state regulation of the oil and gas complex, the significance of the introduction of digital technologies in various segments of the oil and gas complex is shown. This makes it advisable to decompose the object of study into composite elements and then reduce them to a more holistic one. It was concluded that it is necessary to draw attention to common methodological principles.
