Annotation:

It is shown that the activities of Russian companies engaged in oil and gas exploration should be aimed at preparing high-rate and highly profitable oil reserves in the areas with the developed infrastructure, and not just at gross growth of reserves, including hard-to-recover ones, for example, shale formations. It would contribute to achieving carbon neutrality, reducing the load on the subsoil assets and the environment as a whole. Today, companies with licenses for hydrocarbons exploration, evaluation and production of highly profitable reserves and resources in the subsoil assets should become the subject of investors’ interest, and the development of such reserves by new junior companies can be invested by banks. The interest of the state is that tax revenues from the development of highly profitable reserves can be increased, while hard-to-recover oil reserves, which are abundant in the licensed areas of companies, require tax incentives. Highly profitable reserves can be discovered by modern methods of geological exploration in well-studied areas close to the developed fields. These reserves are contained in natural reservoirs, connected with local objects in reef and highly-permeable terrigenous formations that can now be mapped due to new seismic capabilities in combination with traditional and innovative oil and gas forecasting technologies.
