Transformation of the labor market in the Arctic business zone: modern realities, possible ways of improvement

Annotation:

The implementation of the ambitious tasks formulated in the Decree of V.V. Putin, the President of the Russian Federation, dated October 26, 2020 "On the strategy for the development of the Arctic zone of the Russian Federation and ensuring national security for the period up to 2035" depends to a decisive extent on the state of the labor market, its ability to timely and effectively respond to the market conditions changes. The article presents the authors interpretation of the essential features of the "Arctic labor market"; analysis of the foreign practice of the labor market formation in the Arctic region. The problems that arise during the implementation of the "Strategy-35" are positioned; the prerequisites for the transformation of the labor market are formulated; specific implementation measures are shown, including those ones based on the mechanism of the "Arctic policy" experience "accumulation" of the Arctic zone particular region in the Russian Federation. At the same time, its uniqueness and novelty are emphasized in terms of the economic activity diversification, the inclusion of a public-private partnership mechanism, interregional integration of socio-economic practices and the participation of federal government bodies. It is suggested that the labor market modernization of the Arctic zone certain territories is the detonator of the region economy transformation as a whole. Based on the analysis of the measures taken in a particular region, a conclusion is made on the necessity of a mandatory diversification of the economic activity, and hence, a meaningful enrichment of the labor market, the creation of new working places, and the consolidation of the economically active population in the North. The area of the obtained results application is local government bodies in the alliance with business communities, scientific institutions and the public.
