Annotation:
The article analyzes the historical facts, the current state and the identification of trends in the development of the oil and gas industry in the southern region of the Russian Federation. The authors of the article considered the features of the development of the fuel and energy complex of the Chechen Republic in an unstable socio-economic environment. In the authors’ opinion, oil and gas resources are of strategic importance for the region and are the basis for the restoration and development of the oil, gas and chemical industries, which determine the prospects and efficiency of the development of the Chechen Republic economy. Budgetary receipts from the sale of produced oil and products of its processing have formed the basis for the formation of the revenue part of the republican budget for many years. The oil and gas industry, due to historical and natural-economic reasons, has been and remains the leading branch of the Republic economy. The share of oil production has made about 90 % of the total industrial production for many years, and oil refining is now nearly absent. Therefore, in order to revive the oil refining industry of the Republic and to replenish the local budget, it is necessary to start with the reconstruction of the oil complex as a complex-forming branch of the economy, which will play a decisive role in the development of the Republic's economy. It is enough to say that the income from the sale of final products extracted from oil is much more profitable than the sale of the crude product. The authors of the article noted the role of the Republic's oil complex as a system-forming factor capable of being the starting point of socio-economic transformations.
