Annotation:

To-date, one of the key issues for our country is import substitution, including the oil and gas industry. Feed stock processing requires catalysts, reagents, technologies and a lot of various types of equipment. Until now, much of the aforementioned has been exploiting foreign supply chains, which are now broken. In this regard, it is vital to start domestic production of these components as soon as possible. An essential role in this process is assigned to Russian engineering centers, requiring, in particular, maximum mobilization of efforts and acceleration of Russian design developments. These ambitious goals are associated with a number of managerial functions.
This article provides answers to the following questions:
– What anti-crisis measures should Russian engineering centers take?
– What operational practices and strategies should be used for accelerated import substitution?
– How to prioritize the processes within import substitution?
The answer to these questions can be found in the methodological developments, namely: matrix of import substitution strategies; alternative strategies and practices of import substitution; reverse engineering algorithm.
