The Northern Sea Route: risks of supply and transit of hydrocarbons energy resources

Annotation:

The article presents the results of an analytical study of the technical-economic risks of the supply and transit of hydrocarbon energy resources and a number of other types of cargo within the frames of the large-scale state project Northern Sea Route (NSR). The initial data base for the analysis was formed on the basis of open information sources of statistics and commercial information, government programs, development plans, federal projects and regulations, reports of relevant departments and consulting companies. The identified risks are characterized, systematized and conditionally classified into technological risks that entail a shift in the timing of ongoing and promising projects; these ones include risks associated with the geographical and hydrographic features of the NSR, and risks associated with the technology of cargo transportation along the NSR, requiring an integrated approach to their prevention, since they include risks of technical characteristics and condition of rolling stock as well as the organization and management of transportation. The second group of risks was formed on the basis of economic indicators; these are risks associated with rising costs of implementing Arctic investment projects, rising costs of production, transport, logistics and the associated demand for expensive Arctic hydrocarbons, due to a long-term decrease of demand and hydrocarbon prices in general are in line with the UN agenda for sustainable development and achieving zero carbon emissions.
