Issues of formation and development of the Caspian oil and gas cluster

Annotation:

The authors of the article studied the current issues of analysis and effective management of national, sectorial and regional development of the oil and gas industry taking into account the specific features of fields development and the composition of fossil raw materials, the possibility of forming an oil and gas Caspian cluster (coastal and marine) based on the enterprises of the Gazprom and LUKOIL groups in order to coordinate activities and improve the efficiency of organizational structures of various parent companies at the regional level. The result of the region geological exploration in recent years is the identification of a number of established and promising fossil fuel deposits for exploration, which increases the investment attractiveness of the territory, determines further expansion of production and processing, construction of appropriate production capacities and other facilities of the oil and gas complex. The organizations proposed for the formation of an oil and gas cluster are determined ‒ at the present time and in the future – to optimize the management and operation of the regional complex at the territorial and all-Russian levels, and, accordingly, corporate and public administration to ensure the synergy effect.
