Strategy of attracting public-private partnership into oil and gas business projects of the region

Annotation:

The authors of the article consider the strategic directions and possibilities of attracting public-private partnership (PPP) to business projects of the oil and gas industry in a particular region. The authors highlight the main principles, features and models of public-private partnership projects implementation together with the criteria that allow revealing that or other model, the advantages of public-private partnership, both for the public and for the private sector, as well as the existing disadvantages of this type of cooperation with possible measures to eliminate them. This mechanism implies a beneficial interaction of state (municipal) authorities and the business community, which contributes, firstly, to the solution of socio-economic problems of territorial development, and secondly, promotes the growth of business entities competitiveness level both within the country and abroad, contributing to an increase of this partnership efficiency level, which directly affects the economic state of the country. The authors of the article conclude that a larger-scale integration of the oil and gas industry into the general concept of the regional policy in the Chechen Republic is required. This strategy will allow more effective regulation of social and economic aspects of the region development, implementing infrastructure projects with account for the local population interests. All the above-mentioned factors emphasize the importance of a balanced approach to investments in oil and gas infrastructure, taking into account economic, social and environmental aspects. This strategy can be implemented by effective public-private partnership, transparent regulation and targeted regional policy.
