Methodological grounds of determining the target indicators for implementing the strategy of coal methane resources rational development

Annotation:

The article proposes a methodology for determining the target indicators for implementing the strategy of coal methane resources rational development, which includes six consecutive interrelated stages. The substantiation of the strategy for the development of gas-containing coal seams based on the strategic analysis of the industry and scenario modeling is presented. The changes of the sustainable development factors at each stage of the strategy implementation are analyzed. Based on the analysis performed, comprehensive measures have been developed for the strategy implementation. A set of methods to be applied for determining direct and indirect economic effects from the development of coal methane resources has been formed, which most fully takes into account all the results of coal methane resources development. At the same time, some methods of economic effects calculation are completely new, and some methods have been revised and supplemented in accordance with the identified economic and organizational features of the works required for coal methane extraction and use. At the last stage, based on the developed tools, some recommendations for setting the target indicators of the strategy implementation are presented. The presented recommendations can be used by the state and the participating companies when calculating the specific values of the target indicators for the implementation of the strategy of coal methane resources development.
