On the issue of developing a system for independent assessment of personnel qualifications of oil and gas companies

Annotation:

The relevance of the topic is caused by the changes taking place in the Russian Federation related to the formation of the National Qualifications System, an integral part of which is independent assessment. The authors of the article describe this process using the example of the oil and gas complex, paying special attention to the formation of a model for organizing the assessment of professional qualifications level of both core and non-core personnel of the industry enterprises as well as consideration of the component elements of the system. The work is based on the statistical data from the National Agency for the Development of Qualifications and the Council for Professional Qualifications in the Oil and Gas Sector, published information from domestic researchers on the implementation of assessment procedures in the activities of personnel management services and educational organizations, as well as materials on the use of independent qualification assessment in the regions of the Russian Federation. The solutions proposed in the article are applicable in the segment of the National Qualifications System that is emerging in the oil and gas complex and also, subject to certain adaptation, can be used in other sectors of the domestic industry.
