Annotation:

The authors of the article present a mechanism of determining the performance indicators of projects for the early degassing of coal mines. The features and advantages of beforehand degassing are given. The main organizational and economic problems of its application in practice are outlined. Standard schemes of costs and benefits distribution among the participants of projects for beforehand degassing have been developed. A method is proposed for determining the additional costs of a coal mining company associated with the early nature of degassing. The mechanism of state stimulation of projects for beforehand degassing is substantiated. As an illustration of the proposed mechanism, the calculation of the efficiency of coal mines beforehand degassing at the pilot site of the Vorkuta field of the Pechora coal basin is given. Within the framework of this calculation, the effectiveness of three types was assessed without taking into account risks; taking into account risks; taking into account risks and government incentives. The calculation results show that the performance indicators values, taking into account the risks, are low, but the use of the state incentives proposed mechanism makes the project much more attractive to an enterprise.
