The role of industry-specific reference documents of best available technologies (ISRD and BAT) in the implementation of climate policy in the oil and gas production sector of the Russian economy

Annotation:

The oil and gas sector is the basis of economic development in Russia. According to Federal Service of State Statistics (ROSSTAT) data for 2023 [1] the share of oil and gas in Russian GDP was 16,5 %, the share of oil and gas revenues in the total federal budget revenues made about 30 %, almost 57 % of Russia's total export revenue comes from the fuel and energy complex. On the other hand, the energy sector, including the oil and gas complex, makes the largest contribution to the country's total greenhouse gas emissions, the oil and gas complex is a source of greenhouse gas emissions in the amount of 160,3 million tons per year in CO2-equivalent [2]. The implementation of the national climate policy in the oil and gas production complex requires active use of decarbonization tools. The transition to technological regulation based on the best available technologies can not only help to minimize the negative impact on the environment as a whole, but also reduce greenhouse gas emissions, making a significant contribution to the implementation of Russian climate policy.
