Prospects for clustering and development of the Caspian oil and gas region

Annotation:

The expediency of organizing a regional Caspian oil and gas cluster based on the divisions of vertically integrated "Gazprom" PJSC and "LUKOIL" PJSC, which are developing, respectively, the left-bank part of the Astrakhan gas condensate field and the Caspian Sea shelf for the coordinated functioning and development of various enterprises in the region, has been studied. The authors of the article also consider the formation of the agro-industrial Astrakhan cluster which will include the working cluster of aquaculture and fisheries and taking into account the geographical and climatic specific features of the region. The possibility of interaction of all clusters of the territory: the functioning ones, the main one is the Caspian cluster (port and shipbuilding), and those proposed for formation with a number of structures recommended for inclusion in the clusters. The latter ones provide innovations, management improvement, increased labor productivity and competitive advantages, a cumulative costs reduction; a complete development and working cycle: from scientific and design research, educational services, exploration and production/cultivation of agricultural raw materials and live fish to industrial processing, transportation and products utilization, etc. and as a result, the formation of a sustainable synergy effect.
