Annotation:

The nature of the transformation of the Russian model of the oil and gas complex is revealed. The initial model, conventionally called by the author of the article the "model of a broken contour", is analyzed. The principles of its functioning and the cost mechanism of export of oil and gas transfer through the economy servicing are shown. The target model of the transformation of the Russian oil and gas complex is presented, in which the problems of breaking the value circulation contour through inclusiveness in global production chains (GVC) are solved. A method for analyzing the potential and threats in the direction of implementing a new model of the Russian oil and gas complex is proposed. Based on the adaptive matrix developed by the author, the instruments of inclusiveness of Russian oil and gas companies in GVC are identified, the most effective of which are joint ventures and partnerships, as directions for overcoming the most significant threats to the development of the Russian oil and gas complex.
