Analysis of the multiplicative effects of oil and gas projects on the social-economic development of the Arctic regions

Annotation:

Some specific features of modern technological solutions adaptation of the oil and gas sector to the territory of the Russian Arctic are determined by a number of key factors. It is worth noting that the efficiency of hydrocarbon production, the scale of related social-economic results and the introduction of innovative solutions are transforming traditional models of the Arctic fields’ development, creating new opportunities and challenges for the sustainable development of the northern territories. The problem of assessing the impact of the oil and gas complex technological modernization on the structure and dynamics of multiplicative effects in the Arctic regions of Russia and beyond remains quite relevant. The results of such an assessment may depend on key technological trends in the Arctic oil and gas production, the availability of technologies classifications according to their multiplicative potential, taking into account the scenario and their regional consequences. In modern economic conditions, it makes sense to apply a system of relationships between the level of projects technological effectiveness and some specific features of multiplicative results. For these purposes, it is required to develop performance criteria in the Arctic conditions, taking into account the complexity of the regional development network and the low localization of adaptable technologies. Thus, for industry companies, the technological policy optimization should be carried out with account for regional effects. In turn, the subjects of the state, which are part of the Arctic territories, in terms of the effect implement programs for forecasting changes in the labor market and infrastructure needs. Finally, at the state level, the result of the program implementation is the justification of the requirements to projects technological level in licensing agreements.
