Annotation:

The problem of ownership of natural resources in a federal state is very complex and has no unique solution. Building a competent system of separation of powers of the Russian Federation and subjects of the Russian Federation on issues of ownership, use and disposal of mineral resources is a priority for improving the modern law on subsoil use. In developing approaches to the division of powers in the sphere of subsoil use it is necessary to consider the interests of the Russian Federation as a whole and the individual subjects of the Federation, as well as the established practice of government regulation of subsoil minerals disposal relations.
