Annotation:

The article reviews the problem of solving the multi-criteria task of selecting a rational option of the offshore platform topside structure at the early stages of the offshore field development project life cycle. Since this problem is hardly formalizable, its solution belongs to the system analysis, in particular, the choice of a rational variant of the offshore platform topsides in the presence of uncertainties and a large number of criteria is a multicriteria optimization task. The paper proposes to form a hierarchical tree of criteria, which can be used as a basis for further comparative evaluation of options. The proposed hierarchy includes five types and thirteen criteria. The paper proposes a method for evaluating the relative importance of criteria, which is based on the expert assessments collection using the Delphi method with subsequent mathematical processing using the method of group analysis of hierarchies with the calculation of the Kemeny median.
