Annotation:

After the collapse of the Soviet Union in 1991, new independent states formed on the shores of the Caspian Sea and began active development of offshore hydrocarbon deposits. The need for joint protection of the Caspian environment and its management was a pressing issue for the Caspian states. A brief overview of the creation of the Caspian Environmental Program, the development, formation and signing of the Framework Convention for the Protection of the Marine Environment of the Caspian Sea is given.
