Annotation:

The first safety barrier, preventing man-made incidents and minimizing their aftereffects are regulations in the field of industrial safety. These are the documents that regulate the federal requirements ensuring the safety of hazardous production facilities. They are intended to be strictly and unambiguously applied. The sense of security requirements is acquired by users while reading. Therefore, mandatory requirements for regulatory legal acts in the field of industrial safety are such rules of legal technology as accuracy and clarity of presentation, correct and uniform use of terminology and compliance with the rules of the Russian language. Violation of these rules leads to discrepancies and incorrect application of regulations. The article points out that the current federal norms and regulations in the field of industrial safety “Safety Rules in the Oil and Gas Industry” contain similar inconsistencies of various typologies. It is concluded that the procedure of preparing regulatory legal acts in the field of industrial safety should include linguistic expertise, and changes should be made in the existing safety rules in the oil and gas industry to eliminate textual inconsistencies.
