Annotation:

The modern oil and gas business is one of the most high-tech, and the world's vertically integrated oil and gas companies are actively investing in research and new technologies. It has been established that the methods used in public administration for assessing internal regional costs for research and development in relative ratios, depending on the structure of gross value added and other economic indicators of the region, may not reflect the real situation with these costs in absolute terms per capita. A sign of "Groningen Effect" at the Russian regional level may be the fact that, in absolute terms, the internal expenditures of oil and gas regions on research and development per capita are significantly lower than their average value for the observed federal district. Moreover, if in terms of wages this indicator corresponds to the general dynamics, then the analysis of internal expenditures on equipment and materials in the oil and gas regions showed not only a significant lag behind the average for the district, but even a decrease.
