Annotation:
In the current political turbulence, the fuel and energy complex (FEC) is the basis of the Russian Federation economy development. The relevance of FEC companies adaptation to changes in the labor market and introduction of new technologies into human capital management processes are noted. Change of the approaches to staff development system management is required to respond quickly to personnel training challenges. The authors of the article have proposed a process-project approach to management of the personnel development system in oil and gas companies. Within the framework of article the authors also consider and fragment business processes of personnel development management system as well as reveal the opportunities for restructuring the most important one – "Planning and designing programs of personnel training and development". To optimize the business process, effectively apply such instruments as matrix construction of the personnel development competency model, creation of a hierarchical structure of work, projects implementation visualization based on the Gantt chart. It will allow improving the efficiency of the process itself and ensure functioning of the complete management cycle.
