The extraction of natural resources, primarily hydrocarbons, is currently moving to the Arctic zone of Russia. Economic activity in these practically undeveloped regions leads to the loss of the traditional way of the local population life, environmental pollution, and conflicts with mining companies. The authors of the article present an enlarged flowchart of information and logical connection of the stages of corporate social responsibility (CSR) projects formation, suggests a mechanism for the CSR projects development based on the local population participation, describes the features of questionnaires and methods of processing questionnaires, presents an economic-mathematical model for finding project deadlines and analytical tools for assessing public satisfaction by the CSR projects execution plan. The approbation of the developed mechanism of project formation using a specially developed software package showed the proposed toolkit operability.
