Annotation:

The authors of the article consider the experience of responding to fuel oil spill incidents in Russia and abroad during the period of 1999–2024, including major disasters in the Kerch Strait and the Bay of Biscay. The response methods, the efficiency of the applied technologies and the scale of environmental damage are analyzed. Special attention is paid to the physical-chemical properties of fuel oil that significantly influence response strategies. Due to the multifactorial nature of oil spill response approaches when eliminating oil products spills, the general methods are overviewed, and a qualitative assessment of their advantages and limitations is made. Based on international experience, principles of an environmentally balanced response strategy are proposed: timely response actions, technologies selection adapted to specific contamination conditions and environmental characteristics, and careful consideration of the natural recovery potential of ecosystems. The importance of an integrated approach is emphasized, where human intervention is aligned with environmental safety principles and aimed at minimizing the risk of secondary damage to ecosystems.
